This draft version of the working paper has been developed ahead of Stockholm Water Week 2023 and is 
intended to be made available to attendees of the conference who are interested in reading it. The paper has 
been developed with the input from many different individuals representing organisations across the water 
community. In addition, a series of sessions have been planned for Stockholm Water Week where parts of this 
paper will be further discussed which will advance this paper further.
